【求助】被IEEE TWC拒稿(Reject)，有重投的可能吗？

IEEE TWC给了结果—Reject。 Editor给的结论“In view of the criticisms of the reviewers found at the bottom of this letter and based on my own reading, your manuscript has been denied publication in the IEEE Transactions on Wireless Communications. The reviewers have raised some serious criticisms and concerns, including the following: (i) the novelty and contribution are limited given the existing literature; (ii) the applicability of the solution in practice is not convincing; (iii) the latency is not analyzed; (iv) the presentation, including the language quality and terminology, is not written and organized sufficiently well.” ------------------------------ 细看了一下结论，问题(iii)、(iv) 都好弄。问题(i)有点奇怪--paper里面关注的点，在现有文献里面没有考虑啊。问题(ii)也很奇怪——用的优化算法，在TWC上别的文献（已引用）里面也是同样的方法。 ———————————————— 【纠结ing】在TWC页面上，“Resubmission of Previously Rejected Manuscripts Authors of manuscripts rejected from any journal are allowed to resubmit their manuscripts only once.” 那我要不要“挣扎”一下---修改后resubmit？如果resubmit，是不是还是会原路返回给同样的ED和审稿人？ Resubmit的意义大吗？ Resubmit时可以不可以要求换ED？--会不会适得其反？ [ema0] 跪求大牛来解答啊
