返回信息流最近有个国内的会议邀请我写一篇special invitational paper和作审稿人，想问一下可不可以不写paper而做审稿人呢？做审稿人需不需要注册什么的？
原文如下：
We write to you for inviting your further study and prepare an invitational paper to the forthcoming international conference. These special invitational papers will be printed in a special proceeding book.
The responsibility of reviewer is to
(1) Review the papers submitted to the conference.
(2) Recommend proper papers to the conference.
We look forward your acceptance of our invitation.
Furthermore, welcome your special invitational paper submitting to the conference, no matter whether you review or not.
