那个are我也不知道语法叫什么（感觉有点像古汉语的倒装句？），但应该无碍于理解。

这里的since我觉得是表示“自从经济增长开始”，它实际上后面接的应该是the pace of economic growth，至于语法上叫什么我也不知道，翻译可以不用管它，中文的用语习惯和英语不一样。
3、如果叛军的领导人之间不能达成停火，那么英国顾问是否有能力建立一个更有效的反叛武装将遭到怀疑。
我猜你说的缺成分是指which到底代表哪个从句吧，我理解的是which代表的从句是第二个句子。
