Religious groups gained the most (30 percent), followed by environmental groups (23 percent), whereas educational institutions experienced only a very small increase in donations (3 percent). This poll indicates that more people are willing and able to give money to charities but that funding for education is not a priority for most people. These differences in donation rates must result from the perception that educational institutions are less in need of donations than are other kinds of institutions.
In this argument, the arguer concludes that the educational institutions are less in need of donations than are other kinds of institutions. To support the conclusion, the arguer cites the survey of 200 charitable organizations. In this survey, the donation of education increased only 3 percent which is smaller than religious groups and environmental groups in percentage. However, the conclusion suffers from several fallacies which render it unconvincing as it stands.
In the first place, the arguer, based on the survey, concludes that the educational institutions experienced only a small increase. However, the survey only includes 200 charitable organizations. So we have reason to doubt whether the result of this survey is reliable. In order to get the real result, the samples in the survey should be sufficient in size and representative of all charitable organizations. The arguer fails to present that these 200 charitable organizations are representative and worldwide. Lacking evidence of sufficient and representative samples, the arguer can not do any conclusion based on it.
In the second place, even if the survey is reliable, the arguer simply equates the increased percentage of donations with the increased money of donations. Although educational institutions, compared with other groups such as religious groups and environmental groups, experienced only a very small increase in percentage, it is entirely possible that the total money of education is still higher than religion and environment. To substantial the argument, the arguer needs to present more information about the money of these donations. Without the amount of money in different donations, the arguer could not convince me that the donation to education is less than others.
In the third place, the auger further concludes that the differences in donation rates result from the perception that educational institutions are less in need of donation than are other kinds of institutions. To support the conclusion, the arguer should first demonstrate that the people who are willing to give money to charities do not make funding for education prior to others. Secondly, the arguer further assumes that more people are willing and able to give money to charities. To support the conclusion, the arguer should demonstrate that the money of donations is also increased but not only the donations to nonprofit groups. It is entirely that the total money of donations is reduced while the donation to nonprofit groups is increasing. Lacking reliable information, we could not agree with the author's conclusion.
To sum up, the argument is unconvincing as it stands. To strengthen it, the arguer should demonstrate the survey is reliable first. Then he should present more information to convince us that the total money is also increased. Finally, the arguer should demonstrate the donation to education is less than other kinds of institutions in money.

总体来说,很好。如果是在30分钟之内写成这样没做修改的话已经非常不错了。
提几点建议,
0)开头段似乎少了作者的最后一个论点(educational institutions are less in need of donations than are other kinds of institutions)
1)论证poll不convincing的那段写的再仔细一些,因为看上去都是套话,没有针对题目进行有针对性的分析。
2)对于题目的论点之一(This poll indicates that more people are willing and able to give money to charities but that funding for education is not a priority for most people),还可以有更多可说的。比如即使对教育的捐赠钱数目真的比其他的少,也不能说明更多人喜欢把钱给其他组织,因为有可能捐赠教育的人很多,但每个人给的钱很少,而给其他组织捐款都是企业或政府捐款,数额比较大。
3)最后一个论证段写的不够好,逻辑不是很清楚,建议重新写一写。应该清楚地说明为什么donation rates的不同不是由于教育机构不需要钱,而不是说作者还需要什么证据证明这个结论。总而言之,应该是argu作者的论点,而不是帮助作者证明。这种逻辑应该放到最后一段里。
