Dear Madam/Sir, I am honored to have been put on the ballot in the upcoming IEEE Communications Society (ComSoc)'s annual election by its Nomination and Election Committee. I am running for a Member-at-Large (MAL) position from the Americas (North America/Latin America) region, which is separate from Asia Pacific (AP) region and Europe, Middle-East, and Africa (EMEA) region. Among the six MAL candidates from the Americas region, you can vote for twocandidates to fill two open positions in this region. I joined the IEEE 26 years ago as a student member and now am an IEEE Fellow and an active ComSoc volunteer. Over the years, I have contributed greatly to some of ComSoc's important publication editorial boards and conferences organization committees. If elected, I will work hard to reduce ComSoc operation costs while increasing its services; continue globalization and increase industry participation; nurturing future ComSoc leaders and providing additional membership benefits and opportunities to young members. He received his Ph.D. degree in Electrical Engineering from New York University (NYU) Polytechnic School of Engineering in 1998. During 1997-2002, he was a researcher at Fujitsu Labs in California. Prof. Hou was named an IEEE Fellow for contributions to modeling and optimization of wireless networks. His research was recognized by five best paper awards from the IEEE and two paper awards from the ACM. He holds five U.S. patents. He has published two textbooks: Cognitive Radio Communications and Networks: Principles and Practices (Academic Press/Elsevier, 2009) and Applied Optimization Methods for Wireless Networks(Cambridge University Press, 2014). The first book has been selected as one of the Best Readings on Cognitive Radio by the IEEE Communications Society. Prof. Hou served as an Area Editor of IEEE Transaction on Wireless Communications (Wireless Networking area), and an Editor of IEEE Transactions on Mobile Computing, IEEE Journal on Selected Areas in Communications - Cognitive Radio Series, and IEEE Wireless Communications. Currently, he is an Editor of IEEE/ACM Transactions on Networking. He is the Chair of the IEEE INFOCOM Steering Committee. Under his leadership, INFOCOM has undergone some significant improvements in key aspects of its operations. Prof. Hou is a ComSoc Distinguished Lecturer.
