Nuclear power, with its clear, recyclable advantages and huge energy potential compared with fossil fuel, is used throughout the world for a variety of beneficial purposes. Today nearly 440 nuclear reactors produce around 16% of global electricity; radioactive resources are also used in industry, education, medicine, agriculture. Each day thousands of shipments of radioactive resources are transported around the world by sea, road and rail. Thus, the safety in nuclear transportation and waste management becomes more and more important concerned with the significant radiological damages that may be caused to human and environment. The Democratic People’s Republic of Korea firmly believes that a good resolution to this issue demands realization of an international cooperation and understanding.
Both the UN and the IAEA have made great efforts to ensure a global nuclear safety. In international community has never stopped to stress the importance of protect potential accidents during the transport of radioactive materials by sea. In 1961, the IAEA produced the 1st regulations for the safe transport of radioactive material. Besides the regular sessions of IAEA, numerous conferences have been held on this issue, for example, International Conference on Safe Decommissioning for Nuclear Activities was held in Berlin in October 2002; the International Conference on Issues and Trends in Radioactive Waste Management was held in Vienna in December 2002; the International Conference on National Infrastructures for Radiation Safety was held in Rabat in September 2003 and so on. Meanwhile, Contracting parties to the Convention on Nuclear Safety are also taking steps to further improve the implementation of their obligations and to further enhance nuclear safety.
As the most conservative country in the modern world, The Democratic People’s Republic of Korea hasn’t taken part in many international organizations. The purposes for the Democratic People’s Republic of Korea to participate in the conference this time is to improve our international image,to make some contributions to the international security and play an active role in this issue. The Democratic People’s Republic of Korea will obey some universal rules as the member states of some international organizations and make contributions to Safety Transportation and Waste Management of Nuclear Resources. Although an observer in Security Council, the DPR Korea does still have the rights to make a big difference in promoting making use of the nuclear power peacefully. Recently, the DPRKorea have intended to return to “ the Treaties of No Nuclear Weapon Spreading”, which indicate our sincerity and determination of safeguarding the nuclear safety throughout the world.
Once there is a leak accident or illegal waste management, it will cause significant radiological damage to people and the environment. As one of the nations with few nuclear resources, the DPR Korea calls on other countries, esp. majority countries like us without abundant nuclear power, to set up an international organization to observe the main Nuclear Member Countries with some international laws. In this issue, the DPR Korea is going to communicate with other countries and help them to draft some international laws. Meanwhile, the DPR Korea is closely observing the Safety Transportation and Waste Management of Nuclear Resources. The DPR Korea welcomes other countries’ help and is ready to offer our help to others. It is our firm belief that, with understanding and cooperation, we can make our world better and safer.
