第一句： 雇主（客户）保留这样的权利，这样的权利包括是否选择对在tender中提到的或者由供应商提供的用于系统安装、实现和维护以及customization和应用开发的软件、硬件产品、附属品，cables和服务进行付费的权利。 这里as to是至于的意思。呵呵。 第二句： 提供商应该说明他们产品中的建议用来支持其他公司或者个人而不仅仅由提供商直接使用的转包合同（下层设备）。
