翻译的时候有两点，一是根据上下文，一是根据句子中的语法。根据语法来讲，"in the form of ..."应该修饰的是communiation costs,即全球统一的资费模式进行收费的通信费用。这句话里面不应该包括你最后第二段所说的那些内容。receive services可以说的是“享受服务”，在享受的服务中包括了以全球统一资费的通信费用。至于用户是否需要缴费，这个句子中体现不出来。
